French Budget Minister, Eric Woerth and Secretary of State for Trade, Crafts
and SMEs, Hervé Novelli on February 24th unveiled government plans to
improve the situation of craftsmen and artisans adversely impacted when the
three bodies which calculated and collected social charges related to the provision
of welfare were replaced by a single body.
According to government estimates, around 100,000 such contributors have been
affected.
The ministers met with high level representatives of ACOSS, the central social
security agency, and discussed a number of short and medium-term moves that
will be made to regularise the social insurance situation for affected artisans.
Before the end of the year, the registration system is to be improved, and
the resolution of ongoing disputes and investigations into anomalies will be
speeded up.
In the medium-term, information sharing between agencies will mean that the
process for declaration of income and calculation of contributions can be streamlined
for artisans and merchants.
Additionally, a mediation body will be created for craftsmen experiencing difficulties
in this regard to obtain assistance in resolving them.
